The attention of all the District Educational Officers and E -Officio Project Coordinators and Additional Project Coordinators of Samagra Shiksha in the State is invited to the references cited and are informed that the Joint Secretary, School Education and Literacy, MHRD, Govt. of India, New Delhi instructed to improve the enrolment of Children with Special Needs in schools and updating the same information in UDISE+ and instructed to provide admissions to CwSN as per RPWD act-2016 without any objections.
In this connection, it is decided to create awareness on policies and provisions which have been implementing for children with special needs under Samagra Shiksha, Government of Andhra Pradesh and Government of India through pamphlets, posters, and banners among community members and parents of CwSN at feld level.
Time Scheduled for the Programme of identification & Enrolling of Children with Special Needs in Government and Government Aided Schools in the State by enumerators is planned from 17-07-2023 to 28-07-2023
Enumerators:
School Assistants in Special Education, IERPs (Inclusive Education Recourse Persons), CRPs (Cluster Resource Persons), PTIs (Part time instructors), Village Volunteers and Ward Welfare Education Assistants may be utilized in urban areas.
Roles and responsibilities of District Educational Officers & District Ex-Officio Project Coordinators:
Instruct to the concerned district authorities for preparing an action plan on enrolling of Children with Special Needs in schools
Instructions should be given to all the School Complex Head Masters, Head masters and the Teachers to co-operate with the enumerators and enroll them identified CwSN in schools and update the same information in UDISE+.
Instructions should be given to all Deputy Educational Officers and Mandal Educational Officers to conduct the targeted House hold survey for identification of Children with Special Needs
Should visit 1 or 2 mandals per day during the programme.
Conduct review meetings twice in a week with the MEOs, Dy.E.Os and Sectorial Officers.
Instructions will be issued to all the enumerators for installation of PRASHAST APP by the all teachers in the mandals
Roles and Responsibilities of Additional Project Coordinators:
Monitoring of enrolment drive and installation of PRASHAST APP regularly and rectifying gaps at field level
Developing pamphlets, posters and banners that are providing facilities to CwSN in schools with support of district sectorals
Communication of SPO instructions time to time to all field
Monitoring of Day-wise progress.
Instruct to all IERPs, CRPs, Part time instructors etc. for participating in enrollment drive at feld level
Visit 2 or 3 mandals per day
Role of Deputy Educational Officers:
Conduct of mandal level orientation to School Complex Head Masters, MEOs enumerators and other stake holders.
Visit 3 to 4 mandals per day
During the survey cross check at random and ensure quality survey.
Co-ordinate with all Mandal Educational Officers in the division.
Monitoring the Progress of Survey in their jurisdiction.
Submission of consolidation report on enrollment drive and installation of PRASHAST APP by the teachers to the Additional Project Coordinator, Samagra Shiksha.
Roles and Responsibilities of District IE and Asst.IE coordinators:
Obtain Out of school Children with Special Needs information from district Alternative School coordinators
Designing of posters, pamphlets and banners
Define roles and responsibilities of IERPs
Collecting day wise progress on enrolling of CwSN in schools
Submit day wise consolidation report on enrollment drive and PRASHAST APP installation to SPO.
Role of Mandal Educational Officers:
Conduct of mandal level orientation to School Complex Head Masters, Head masters and other stake holders
Identification of Enumerators
Preparation of day-wise and village wise action plan.
Allotment of habitations/Wards to the enumerators.
Conduct of orientation programme to the enumerators.
Visit 4 to 5 villages/Habitations/Wards per day.
During the survey cross check at random and ensure quality survey.
Collection of data from the enumerators.
Submit day wise consolidated report on enrollment drive and PRASHAST APP installation to the concerned Deputy Educational Officer.
To monitor the Progress on daily basis.
Roles and Responsibilities of School Assistants in Special Education:
Collecting information from enumerators
Updating the CwSN information in UDISE+
Roles and Responsibilities of IERPs:
Enrolling of identified CwSN in schools
Submit day wise progress report to district IE coordinator
Motivate and mobilization of parents of CwSN on importance education to their children
Collect CwSN data from the Village Volunteers & Ward Welfare Education Assistant
Installation of PRASHAST APP by all teachers that are working in the mandal
Submit day wise report on enrollment drive and installation of PRASHAST APP in the mandal to the District IE Coordinator
Creating awareness to community members on policies and provisions that are providing to CwSN by government of Andhra
Role of Sectoral Officers:
Visit 2 to 3 mandals per day in their allotted division.
During the survey cross check at random and ensure quality survey.
Time to time guidance to the MEOs and Enumerators.
Conduct of reviews with the MEOs on progress of the Survey.
Cross verification of data at the field level.
Monitoring of Enrollment Drive and Installation of PRASHAST APP
Role of School Complex Head Master:
Orientation to Head Masters and enumerators.
Monitoring of cluster level verification.
Visit 2 or 3 villages per day.
During the survey cross check at random and ensure quality survey.
Cross verification of the data.
Submission of day wise progress to the MEO
Role of Enumerator:
Conduct and complete the survey as per schedule prescribed.
Collecting accurate enumeration.
All schools! villages should be covered within the timeline.
Not attend other works until completion of “Identification of CwSN Survey”.
Submission of day-wise reports to the Complex chairman & MEO.
Identify all CwSN information in allotted areas.
The targeted age group 3-14 & 15-18 years.
Installation of PRASHAST APP by the all the teachers who are working in Government and Government aided schools in the Madal.
Role of Village Volunteers & Ward Welfare Education Assistant:
Collect all Children Special Needs data in their allotted area.
Motivate the parents of CwSN towards education of their children
To communicate the dropout and migrant children information to the
School Head master and the MEO concerned time to time.
Monitoring Teams:
State level: State IE Coordinator (IE & OSC Wing).
District level: DEO, Additional Project Coordinator, and all Sectoral officers & Asst. Sectoral officers of Samagra Shiksha.
Divisional level: Deputy Educational officers, Deputy Inspectors of Schools (Urdu), Asst. Labour Officer
Mandal level: MEOs, Complex HM, School HM.
Instructions:
A district level convergence meeting has to be convened by the Additional Project Coordinator to highlight the need and necessity for conducting the proposed survey in the district.
District IE Coordinator and Assistant IE Coordinator are the responsible persons to implement the programme in District level.
All the participants should be properly motivated and instructed to perform the assigned job with utmost quality in the given time Submit the names of enrolled CwSN in school to State Project Office
The Mandal Educational Officer is the Mandal level convener for conduct the survey for identification of Children with Special Needs and Installation of PRASHAST APP by all the teachers.
Complex Head Master is the cluster level convener for his complex to trace out the CwSN and identified out of School CwSN. The role of Comple Chairman is very crucial for identification of CwSN and installation of PRASHAST APP by all the teachers in the mandal.
The Enumerators should take proper care to identify the CwSN and installation of PRASHAST APP by the teachers.
The Enumerators should not give false and fabricated information under any circumstances. If anything found wrong serious view will be taken against individuals.
DEOs& E -Officio Project Coordinators /Additional Project Coordinators should not assign any other works to the IERPs/CRPs/Part time Instructors those who are involved in the Survey until completion of the programmee.
The Mandal Educational Officers should submit enumerator wise habitation-wise work allotment and action plan to the DPO Office and the DPO in turn to submit the same to the SPO Office.
MIS coordinator at mandal level is responsible to for enrolling the identified CwSN in UDISE+ and submit the daily consolidate report to DPO Office.
MIS Co-coordinator at district level is responsible to submit the daily consolidated status reports to SPO.
Additional Project Coordinator should appoint 1sectoral officer for each one division for close monitoring of the programme and installation of PRASHAT APP by the teachers working in the mandal.
Consolidation of data at the district level is the sole responsibility of MIS /Planning Coordinator of Samagra Shiksha.
The Village Volunteer and Ward Education Assistant is to support the enumerators in their Jurisdiction and ensure the quality of Survey.
