All the Regional Joint Directors of school education and the District Educational Officers in the State are aware that the academic year 2022-23 commenced from 5th July 2022. Orders were already issued about the implementation of the Action  Plan for School  Readiness programme  for classes 1st to 5th for 6 Weeks and Classes 6th to 9th for 4 Weeks.

Also, the baseline assessment was conducted from 22nd July  2022  to identify the existing learning standards of students of classes 2 to 10 regarding foundational literacy  and numeracy by using the assessment tools developed by the Pratham organization.

To improve the standards of the students, who will be identified in levels 1,2 and 3 after the conduct of baseline assessment,  Remedial  Teaching programme  should be undertaken up. To bring the  students of levels 1,2 and 3 into the class-appropriate standard. For this, a 90 days, day-wise plan and Remedial teaching material are prepared (annexed herewith).

Therefore all the Regional Joint Directors of school education and the District Educational Officers in the State are requested to issue necessary instructions to all field functionaries, up to every teacher to ensure the effective implementation of the day-wise plan for Remedial teaching for the students of levels 1,2 and 3.

Further, they are requested to monitor the academic activities for ensuring appropriate class-specific, subject-specific learning outcomes among children. It shall be highlighted that the improvement in the learning outcome levels of the children will be the focus area for evaluating the academic performance of teachers.  All  supervisory  officers  should  check  this  during  the  school  visits/ inspections and prompt action to be taken to ensure that the teachers are fully aligned with the programs prepared and goals set for them.

Why was 15 August 1947 chosen as India's Independence Day?


  పంద్రాగస్టు ముహూర్తం వెనక..

భారత స్వాతంత్య్ర ముహూర్తంగా 1947 ఆగస్టు 15నే ఎందుకు ఎంచుకున్నారు? ఎవరు, ఎలా నిర్ణయించారు? దానివెనక సాగిన కసరత్తు ఏంటని చూస్తే... నోటికొచ్చిన తేదీని అలవోకగా చెప్పేసి... దాన్నే ముహూర్తంగా నిర్ణయించి... రెండు నెలల్లో ఆంగ్లేయులు అధికారాన్ని బదిలీ చేసేశారని తెలిస్తే ఆశ్చర్యపోక తప్పదు!

ఆరునూరైనా 1948 జూన్‌ 30లోపు భారత్‌లో వలస పాలనను ముగించి వెనక్కి వచ్చేయాలన్న ఏకైక లక్ష్యంతో మౌంట్‌బాటెన్‌ను వైస్రాయ్‌గా పంపించింది బ్రిటన్‌. దేశాన్ని విభజిస్తావో... ఐక్యంగా ఉంచుతావో ఏం చేస్తావో చేయమంటూ ఆయనకు పూర్తి స్వేచ్ఛనిచ్చింది. 1947 మార్చి చివర్లో దిల్లీలో అడుగుపెట్టిన మౌంట్‌బాటెన్‌ కాంగ్రెస్‌, ముస్లింలీగ్‌లను అధికార బదిలీకి అంగీకరింపజేశాడు. జూన్‌ 3న తన విభజన ప్రణాళిక ప్రకటించాడు. జూన్‌ 4న దిల్లీలో విలేకరుల సమావేశం నిర్వహించగా వివిధ దేశాల నుంచి 300 మంది విలేకరులు హాజరయ్యారు. సమావేశాన్ని ముగించి వెళ్లిపోయే ముందు... ఓ భారతీయ జర్నలిస్టు... ‘అధికార బదిలీకి ఏదైనా తేదీ ఆలోచించారా?’ అని ప్రశ్న సంధించాడు. కాసేపు ఆలోచించిన మౌంట్‌బాటెన్‌... ‘అవును’ అంటూ బదులిచ్చారు. ఏంటా తేదీ... అని అడిగాడా జర్నలిస్టు!

‘అవును. తేదీని నిర్ణయించాను’ అంటూనే అదేంటో చెప్పకుండా మౌంట్‌బాటెన్‌ ఒక్కొక్కరివైపూ తదేకంగా చూడసాగాడు. అప్పుడు హాల్లో గుండుసూది పడ్డా వినిపించేంత నిశబ్దం! దాన్ని ఛేదిస్తూ... ‘భారత్‌ చేతికి అంతిమ అధికార బదిలీ 1947 ఆగస్టు 15న జరుగుతుంది’ అని ప్రకటించాడు. ఒక్కసారిగా అందరికీ నమ్మశక్యంగాని పరిస్థితి. ఎందుకంటే ముహూర్తం బ్రిటన్‌ ప్రధాని అట్లీ చెప్పిన సమయం కంటే పది నెలల ముందుకు జరగటం... మరో రెండు నెలలు మాత్రమే మిగిలి ఉండటంతో బ్రిటన్‌ ప్రభుత్వమూ ఆశ్చర్యపడింది. రెండు నెలల్లోపు పార్లమెంటులో బిల్లు పాసవటం, రెండు దేశాల మధ్య సరిహద్దులు ఖరారు చేయటం, ఆస్తుల పంపకం... ఇవన్నీ జరిగేనా అని ఆందోళనకు గురైంది. కానీ మౌంట్‌బాటెన్‌ చెప్పినట్లుగా వ్యవహరించటం మినహా బ్రిటన్‌కు మరో మార్గం లేకపోయింది.

ఇంతకూ ఆగస్టు 15నే ఎందుకు ఎంచుకున్నాడనే ప్రశ్నకు కొంతకాలానికి ఆయనే సమాధానమిచ్చారు. ‘త్వరగా అధికార బదిలీ చేయాలని అనుకున్నానే తప్ప 1947 ఆగస్టు 15 అని ముందే నిర్ణయించుకోలేదు. జర్నలిస్టు ప్రశ్న అడగ్గానే... తేదీని నిర్ణయించాల్సిన బాధ్యతా నాదే కదా అని అనిపించింది. అందుకే ఆ జర్నలిస్టు ఎప్పుడని అడగ్గానే కొద్ది క్షణాలు ఆలోచించా! వెంటనే ఆగస్టు 15 బుర్రలో వెలిగింది. ఎందుకంటే రెండో ప్రపంచ యుద్ధంలో అదే రోజు జపాన్‌ మా బ్రిటన్‌కు లొంగిపోయింది. నాకిష్టమైన ఆ రోజునే ప్రకటించేశా!’’ అని మౌంట్‌బాటెన్‌ వివరించారు. ఆ యుద్ధ సమయంలో ఆయనే ఆగ్నేయాసియాలో బ్రిటిష్‌ దళాల సుప్రీం కమాండర్‌. ఆ హోదాలో జపాన్‌ లొంగుబాటు ఒప్పందంపై సంతకం చేసిందీ ఆయనే! అందుకే ఆ రోజంటే మౌంట్‌బాటెన్‌కు అంత ఇష్టం.

ముహూర్తం బాలేదు మార్చండి..

ఆగస్టు 15 ప్రకటన వెలువడగానే ఆ ముహూర్తం మార్చాలంటూ భారత నేతలపై ఒత్తిడి పెరిగింది. ఆ రోజు శుభప్రదంగా లేదని జ్యోతిష శాస్త్రవేత్తలు తేల్చారు. 14న బాగుంది... ఆ రోజుకు మార్చమన్నారు. చివరకు... 14 అర్ధరాత్రి రాజ్యాంగసభ సమావేశమై అధికారాన్ని చేపట్టాలని నిర్ణయించటంతో అంతా శాంతించారు. కొంతమంది... అర్ధరాత్రే కేబినెట్‌ ప్రమాణస్వీకారం చేయాలని సూచించారు. కానీ, సీనియర్‌ సభ్యులు చాలామందికి రాత్రి తొమ్మిదింటికే నిద్రపోయే అలవాటు ఉండటంతో అది సాధ్యపడలేదు. 15న ఉదయం 8.30 గంటలకు 500 మంది సమక్షంలో నెహ్రూ కేబినెట్‌ ప్రమాణ స్వీకారం చేసింది.

పాక్‌కు ఆగస్టు 14 ఎలా?

మౌంట్‌బాటెన్‌ నోట్లోంచి ఆగస్టు 15 వచ్చాక... పాకిస్థాన్‌కు ఆగస్టు 14నే స్వాతంత్య్రదినోత్సవం ఎలా వచ్చిందనే ప్రశ్న ఉత్పన్నమవటం సహజం. నిజానికి బ్రిటన్‌ పార్లమెంటు ఆమోదించిన బిల్లు ప్రకారం పంద్రాగస్టే రెండు దేశాలకూ స్వాతంత్య్ర దినోత్సవం. పాక్‌ విడుదల చేసిన తొలి స్టాంప్‌; జిన్నా తొలి ప్రసంగం ప్రకారం కూడా పంద్రాగస్టే! కానీ 1948 నుంచి పాకిస్థాన్‌ ఒకరోజు ముందే స్వాతంత్య్ర దినోత్సవం జరపటం మొదలెట్టింది. ఎందుకంటే... 1947 ఆగస్టు 14నే మౌంట్‌బాటెన్‌ కరాచీకి వెళ్లి అధికార బదిలీ కార్యక్రమంలో పాల్గొన్నాడు. అందుకే అప్పటి నుంచి ఆగస్టు 14ను పాక్‌ ఖాయం చేసుకుంది.
